Membership Fee Demands: How Much Longer Should We Tolerate Them? - Let’s Discuss Solutions.

Dear Korean Community Members,

The consular services are being held at the Korean Association Hall today and tomorrow. We have received reports from community members who visited the hall to receive consular services, and I would like to share these concerns with you.

Several volunteers came forward to assist with consular services today. However, it was reported that they informed community members seeking consular services that they must pay the Korean Association membership fee to receive assistance. Additionally, during this time of difficulty due to the Canada Post strike, they insisted that return envelopes would only be sold to those who have paid the membership fee.

Some reported that even if they declined, stating they didn’t have cash or a wallet on hand, they were instructed to pay via e-transfer instead. Volunteers allegedly called out names from the consular service waiting list and persistently pressured individuals to pay the membership fee.

One particular grievance came from a member who noticed that certain individuals were not asked to pay the fee, while others were followed persistently. This inconsistency led to frustration, with one person stating, "It’s not about the money—it’s about being treated as if we can be taken advantage of, which is upsetting."

Unfortunately, this isn’t the first time issues have arisen over membership fees during consular services. There have been past incidents where payment of the membership fee was tied to receiving services, resulting in significant conflict. Some have directly raised complaints with the consulate, but each time, the consulate has responded that it has no connection to the membership fee issue, offering no resolution.

When consular services are hindered by such problems, it is the consulate’s responsibility to guide and address these matters, ensuring transparency and fairness for the community. Regrettably, the consulate’s lack of action to date has been disappointing.

While we face challenges in securing or managing alternative locations for consular services, we propose the following actions:

  1. We will negotiate with the Consulate General to consider alternative venues for future consular services to ensure a smooth process without the imposition of membership fees or other inconveniences.
  2. We will make efforts, even tomorrow, to engage in dialogue with Consul Bong Hanho, who is currently in Winnipeg, to address this issue and prevent further occurrences.
  3. Community members receiving consular services tomorrow are reminded of your rights:
    • You are entitled to consular services regardless of whether you have paid the Korean Association membership fee.
    • If you experience such demands, feel free to refuse and continue with your consular business. Please report any such incidents to the consular staff you meet.
  4. Should these issues persist during consular services, and if the Toronto Consulate fails to show a willingness to improve, we will formally file a complaint with the Ministry of Foreign Affairs in South Korea.

We encourage all community members to share your thoughts and experiences on this matter at koreanmb.ca so that we can address these issues together.

Sincerely,
Kwon Suncheol
President of the Korean Association
